Windows 98SE: System goes unstable when failed to enter standby or hibernation mode.

System goes unstable and cause the following problems when failed to enter standby or hibernation mode.

- Can not shut down Windows properly.
- Reaction of the start menu becomes slow.
- Can not open [Power Management] window in the Control Panel .
