Solution
Based on the low usage rate, Sony has decided to remove the Theme functionality from Xperia XZ3 and products released thereafter. You can still download and use themes from Google Play store on these devices. You can also apply live wallpapers from these themes.
Devices that are upgraded to Android 9.0 Pie, Android 10 & Android 11 will still have the Theme functionality.
